Description: The 2026 City of Phoenix’s HIN used a 5-year historical data set (2020-2024) from the ADOT statewide crash database that included 4,347 motor vehicles crashes that resulted in serious injury or death (KSI). This data was separated into the two non-overlapping categories of Signalized Intersections (150-foot circular buffer from the center of intersections with a traffic signal or HAWK beacon) and Corridors (linear arterial and collector roadway segments).This dataset considers crashes within 300 feet of the City Boundaries which are excluded from the citywide data evaluation presented in the annual report.
Description: The 2026 version of the Phoenix High Injury Network also identified unsignalized locations with high frequency of fatal and serious injuries. Eleven unsignalized intersections were identified with 4 or more KSI crashes.
Description: Signalized intersections were evaluated by Engineering Mapping Solutions and Y2K Engineering to identify their number of KSI crashes per mile reported between 2020 and 2024. Crashes within 150 feet of the signalized intersection were considered at the intersection. Signalized intersections with 6 or more KSI crashes in the five-year period were included in the 2026 High Injury Network.
Description: Arterial and collector segments were evaluated by Engineering Mapping Solutions and Y2K Engineering to identify their number of KSI crashes per mile reported between 2020 and 2024. Crashes on the freeways and crashes within 150 feet of a traffic signal were not included in the evaluation of segment crashes. Segments with at least 3 total crashes and 12 or more KSI crashes per mile in the 5-year period were included in the 2026 High Injury Network.
Description: This layer compiles the history of all segments that have appeared on any of the three City of Phoenix High Injury Network evaluations (2021, 2024, and 2026). Each segment is attributed with the most recent HIN version on which it appeared and the total number of versions, out of three, on which it was included, allowing segments identified only once to be distinguished from those that have consistently ranked among the highest-risk locations. Of the 153 segments, 29 have appeared on all three versions of the High Injury Network.

These projects are of various types and funding sources, including projects funded by the City of Phoenix safety program, as well as federally funded projects and GO Bond projects. A total of 108 projects relate to the High Injury Network (2026 or previous versions). The improvements include 51 signal improvements, 24 HAWKs, 12 street lighting improvements, 10 corridor-wide improvements (median, lighting, crossings, and/or more), 5 new signals, and 5 light rail-related improvements.
